Mr. Vasily Konstantinov

Mr. Vasily Konstantinov

Non-executive Chairman

Mr. Konstantinov, the President of JSC "Uranium One Group", a subsidiary of ROSATOM and a shareholder of Uranium One, has over 30 years of experience in the nuclear energy industry. From 1997 to 2014, he held a number of senior executive positions at TVEL, including Senior Vice President for Commerce and International Cooperation; prior thereto, he held management positions at the US/Russian ULPAK joint venture from 1993 to 1997 and at the Bilibino Nuclear Power Plant, Bilibino, Russian Federation, from 1983 to 1993.

Mr. Konstantinov graduated in 1983 from the Bauman Moscow State Technical University, majoring in Power Generation, Machinery and Equipment; he also holds a Degree in Law from the Griboedov Institute for International Law and Economics (2003) and a Degree in Finance and Credit from the Russian Government’s Financial Academy (2008).

Mr. Smirnovs became the Acting Chief Executive Officer of the Corporation  in January 2017, and was appointed as Chief Executive Officer and joined the board of directors in July 2017.  Prior to that appointment, Mr. Smirnovs held various management positions with Uranium One and its affiliates since joining the Uranium One group in 2013, in which he was responsible for planning and execution of corporate development and strategic projects. Mr. Smirnovs was the Corporation’s Manager, Corporate Projects from 2015 to 2016, and Manager, Corporate Development for the Corporation’s affiliate, Uranium One Holding N.V., from 2013 to 2015. Before joining the Uranium One group, Mr. Smirnovs held various advisory positions at Royal Bank of Canada’s Strategy and Transformation Group from 2012 to 2013 and at KPMG’s Corporate Finance Group from 2006 to 2012, providing support to client executive teams in the development and operation of their businesses across a range of industries including the natural resources and energy sectors.

Mr. Smirnovs holds a Master’s degree in Finance & International Business from Aarhus School of Business in Denmark (2006).



Mr. Guerman Kornilov, Ph.D.

Dr. Kornilov joined Uranium One Holding N.V. as Vice President and Managing Director in October 2014. From 2010 to 2014, he served as Nuclear Fuel Procurement Director for the Emirates Nuclear Energy Corporation in Abu Dhabi; from 2007 to 2010, Dr. Kornilov held several senior management positions at Cameco Inc. in Eden Prairie, Minnesota, including Director, Trading. Prior thereto, Dr. Kornilov was an Adjunct Professor in Business and Economics at the University of Maryland (from 2004 to 2007), Manager of Business Development/Contract Administration at GNSS, Limited in Bethesda, Maryland (from 1995 to 2006); he was the General Manager at ULPAK Joint Venture from 1992 to 1993 and an engineer/operator at the Bilibino Nuclear Power Plant in Bilibino, Russian Federation, from 1984 to 1991.

Dr. Kornilov holds degrees from the American University, Washington D.C. (Ph.D, Economics, 2003), M.A., Economics, 1998, and an MBA, 1995) and holds a Degree in Engineering Physics from the Uralski Polytechnic Institute in Ekaterkinburg, Russian Federation (1984). He was appointed Vice-Chairman of the World Nuclear Fuel Market in 2014.




Mr. Vladimir Hlavinka

Non-executive Director

Mr. Hlavinka has over 28 years of experience in the nuclear energy industry.  He has been the Managing Director and Vice-President, Innovation and Development of Uranium One Holding N.V. since 2015.  From 2006 to 2013 he held several management and board positions with the electricity producer ČEZ, a.s. in the Czech Republic, including as Production Director, Generation Division, Director of the Temellin Nuclear Power Plant, Executive Director, Power Generation, member of the board of directors, and adviser to the CEO.  Before that, Mr. Hlavinka was a member of the board of directors of ALTA, a.s. from 2000 to 2006, company lawyer for the Dukovany Nuclear Power Plant operated by ČEZ, a.s. from 1996 to 2000, main control room operator at the same power plant from 1991 to 1996, and a research specialist at the Research Institute of the Trnava Nuclear Power Plant from 1989 to 1991.

Mr. Hlavinka holds degrees from the Technical University of Brno (Mechanical Engineering, Thermal and Nuclear Power Plant Design, 1989) and Masaryks University Brno (Law, 1997).
